update 4.0

im a genius that knows how a hashmap works.

This update changes how speeds work. instead of setting a fixed speed value, you now set a multiplier that scales the horses original speed.

speed bug on default blocks fixed.

config.yml bug fixed.

Now the speed of donkies and mules will also change on certian blocks you define.
