[1.8-26.1.2] Send resourcepacks globally/per proxy server/world/WG region. Execute actions on load!1.12.24 - Fix cases of timeout action applying when pack was already sent
- This fixes an issue with the timeout actions getting applied when the pack was already sent when switching to a server which has the pack too (only happens on Velocity)
