Adds:
- you can now manage the gamerule of worlds that are not protected by NoBuildPlus.
- you may manage it in "add world" of menu
- you can now open the gamerule management menu through executing command /gamerule without arguments entering. NOTICE that this function can be disabled in config.yml

Fixes:
- flags "nether" that players can still teleport through the portal
- some error due to the gamerules
- the unchange of value of gamerules in menu after executing vanilla commands /gamerule xxx xxx to set value of gamerule.
- the problem that folia server can't normally use the menu
- missing gamerules
- displaying debug messages even if debug has set to false
