Hotfix update focused on startup service initialization and optional dependency cleanup.

- Updated the CMI integration dependency to the public `CMI-API` 9.8.6.4 dependency.
- Removed the old local/system CMI and CMILib dependency declarations.
- Updated the GriefPrevention dependency to `com.github.TechFortress:GriefPrevention:16.18.2`.
- Kept Residence 5.1.2.0 as the tracked local fallback library.
- Tidied the CMI warp reload guard after world resets.

- Fixed XWR startup services not being initialized correctly.
- Restored initialization paths for chat prompts, server-loaded world reloads, plugin-data save queue handling, and Spigot update notice state.
