/cthl reload now clears all active limiting state.

• Active pull cooldowns are removed
• Hot-chunk I/O counts and stats are cleared
• The TPS trigger is reset (startup grace starts again)

After changing config and reloading, limiting no longer continues from pre-reload state. No config changes are required—just replace the JAR.
